In April 2025, 116 countries met in Baku to establish something that could change the rules of the global digital game: an independent platform for cross-border coordination that challenges Western technological hegemony. This isn't just another international conference. It's the moment emerging economies said "enough" to relying on someone else's servers to build their future.

The United Nations Office for South-South Cooperation published an analysis highlighting this model as innovative for coordination among developing countries. But what's truly fascinating isn't the novelty of the event, it's how familiar it looks once you know the history. This reminds me of patterns I've studied in civilizations that developed alternative systems, connecting with the themes of sovereignty I explore in my work.

This is strongly reminiscent of Bandung, 1955. Twenty-nine Afro-Asian countries met in Indonesia in search of an alternative to the Cold War blocs. They didn't want to align with either the United States or the Soviet Union. They wanted to build their own path. The Non-Aligned Movement that emerged from that meeting influenced decolonization and created spaces for alternative cooperation for decades. The historical evidence from those gatherings, like the conference documents, shows how the groundwork was laid for real autonomy.

Seventy years later, the pattern repeats, but the foundational stones are no longer territories or natural resources. They're servers, algorithms, digital infrastructure. Emerging economies' technological dependence on Silicon Valley and the big Western tech corporations has become just as problematic as the colonial dependence of old. In my experience, I've seen how this dependence creates vulnerabilities within organizations, something that resonates with the lessons of independence I see in history.

Global South countries are developing concrete alternatives. India is moving forward with "Digital India" and its Aadhaar system, which covers more than 1.3 billion people. Cuba is implementing national operating systems to counter restricted access to global technologies. China is leading with platforms like WeChat, Baidu, and Alibaba, alongside advances in AI, blockchain, and quantum computing as alternatives to Western options. These initiatives suggest there are viable paths beyond the dominant monopolies.

What's interesting here is that the United Nations launched "South-South Galaxy," an AI platform for knowledge exchange among developing countries. Bodies like BRICS, CELAC, the African Union, and ASEAN are exploring joint policies to share infrastructure, knowledge, and standards. These aren't isolated initiatives; they're part of a coordinated strategy of digital sovereignty. I'm intrigued by whether they'll actually achieve the coordination that the Non-Aligned Movement was never quite able to sustain.

Experts propose lightweight AI models as an alternative to dependence on the large Western language models. These smaller models can run on local infrastructure, process regional languages, and adapt to specific needs without requiring the massive resources that dominant tech corporations command. I think about how, in local contexts, simple solutions like these have solved problems that global technologies ignore entirely. It's a reminder that innovation doesn't always need massive scale.

The historical parallel is revealing. The Non-Aligned Movement faced a fundamental challenge: maintaining coordination without falling into the same power dynamics it was trying to avoid. Some countries ended up de facto aligning with one bloc or the other. Others developed economic dependencies that limited their autonomy. I don't have all the answers on how to avoid that today, but history offers valuable clues.

The Global South's digital coordination faces similar challenges. China, for instance, leads many of these initiatives, but can the Global South avoid simply swapping one Western technological dependence for a Chinese one? How do you maintain real diversity and autonomy when digital infrastructure requires common standards? This is more complicated than it looks, and I'm still exploring these dynamics.

Sustainability is another open question. Technological development requires massive investment, specialized talent, and innovation ecosystems that take decades to build. Emerging economies have advantages: young populations, growing markets, specific needs that Western solutions don't serve well. But they also face resource constraints and geopolitical pressures. Even so, there's hope in how these strengths might converge.

What I find hopeful is that these initiatives aren't trying to replicate the Western model, but rather to experiment with alternatives. South-South cooperation in technology can draw on different strengths: India's expertise in software, China's advances in tech manufacturing, African innovations in mobile financial technology, Latin American community networks. Writing from Mexico, I see these dynamics differently, with a focus on community-based solutions that could offer more inspiration.

The stones of the 21st century are indeed servers, but they're also something more: the capacity to decide what technology to develop, how to use it, and who controls its evolution. The movement that began in Baku could redefine the global balance of power, not just technologically but politically and economically. I write because I believe there are real alternatives here, and they're worth reflecting on.

The question isn't whether this movement will have an impact, but what kind of impact it will be. History shows us that attempts at alternative coordination can generate lasting change, but also that maintaining real independence requires constant vigilance against new forms of dependence.
